Background
Manitoba Infrastructure and Transportation (MIT) and the North Dakota Department of Transportation (NDDOT) are jointly undertaking a long-range planning study of the Pembina-Emerson Port of Entry (POE) with the financial participation of Transport Canada (TC). The Pembina-Emerson POE Transportation study also includes the participation of Canada Border Services Agency (CBSA), Customs and Border Protection (CBP) and the General Services Administration (GSA) on the project steering committee (PSC).
The Pembina-Emerson Port of Entry (POE) is the 5th largest land port between Canada and the United States in terms of trade value and is the largest POE in terms of trade value between Canada and the United States west of Detroit-Windsor. Total two-way truck-based trade has been between $13 and $17 B for the past 5 year period. Bi-directional annual traffic has exceeded 1 million vehicles in 4 of the past 5 years.
The study goal is to prepare a concept plan that will guide development of future port and transportation infrastructure as well as provide a land use framework for facilitating future private investment within the study area. Study objectives related to the development of a conceptual plan for the POE are based upon safety, security, transportation, land use, and port facility development considerations in order to promote maximum port efficiency (throughput) and reliability (minimize closures). The planning horizon year for the study is 2035. The study area encompasses a 2 mile wide transportation and land use corridor between Exit 215 on Interstate 29 at Pembina, N.D. (2.25 miles south of the border) to the PTH 75 / PR 243 intersection north of Emerson, Manitoba (1 mile north of the border).
The consulting firm of Gannett Fleming (Harrisburg, PA) has been retained to assist the PSC prepare a concept plan for the POE and identify any land use implications related to port development within the study area. Stakeholder agencies were contacted in Phase 1 of the study by the consultant (December 2011-January 2012: background information gathering and issue identification). However, as the study progressed, some additional stakeholders have been added since that time. The project is currently in Phase 2 (alternative development). The PSC is facilitating stakeholder consultations during Phase 2 and will provide this input to the project consultants.
